What are the main contents of the state and society's "special support" for the disabled?

Article 4 of the law of the people's Republic of China on the protection of disabled persons stipulates that "the State shall take auxiliary methods and special measures to give special support to disabled persons, reduce the impact of disability and external obstacles, and guarantee the realization of their rights." This is the national law on the implementation of the principle of special assistance to disabled people. There are two reasons why the state and society should adopt auxiliary methods and supporting measures to give special support to the disabled:

First, disabled people become a special group because of their disability. When they participate in social life, they have not only the common characteristics of citizens, but also the particularity. The usual way is often difficult to apply to them, and they must be supplemented by some special ways, methods and auxiliary means. For example, in communication, it is supplemented by Braille, sign language and other tools, necessary auxiliary tools are used in production, special educational means are supplemented in education, unique guidance and performance methods are used in art, special methods and rules are used in sports competitions, etc.

Second, disabled people are a difficult group. The influence of disability, especially the external obstacles, makes the disabled in a disadvantageous position in social life, and limits the realization of their rights and the exertion of their abilities. According to the law, the measures of support and protection for the disabled are to adjust the de facto inequality of the disabled due to the lack of social compensation conditions, eliminate the barriers for the disabled to participate in social life equally, and ensure the realization of their rights. It should be noted in particular that special assistance measures for the disabled do not hinder or affect the realization of their rights by other members of society, so they should not be regarded as discrimination or unfairness against other people. On the contrary, they reflect social justice, promote social harmony, and represent the progress of social civilization.

At present, China's special support for the disabled mainly includes legal protection, policy support, social support, barrier free environment, special supplies and auxiliary equipment, etc.

In terms of legal protection, the law of the people's Republic of China on the protection of the disabled has been promulgated, and the regulations on the education of the disabled have been promulgated. Provinces, autonomous regions and municipalities directly under the central government have formulated measures for the implementation of the law on the protection of the disabled. Dozens of important laws, many laws and regulations have provisions for the protection of the rights and interests of the disabled. In terms of accessibility, we should actively promote accessibility of urban roads and buildings, and accessibility of information development and communication.
